Dealer if you want to plug and replace. Otherwise, auto parts stores sell universal ones you will need to hardwire in.
You can also go onto Fleabay and get all sorts of replacements. Since I don't smoke, I've replaced some of the ones in my Escalade with USB charger ports. One even has a volt meter along with two charge ports.

Check the fuse. One of my outlets on my '02 wasn't working. I knew what happened. Back in 1976, my sister went to move my car. There was no lighter in the plug as I was using it to power my CB. She stuck the key in it and shorted the outlet. The fuse blows fast when you do that. Replaced the fuse on my '02 and the outlet works fine now.
