Oil in front of manifold?

Default Oil in front of manifold?

I pulled the connector on the manifold tuning valve and oil came dripping out, so I pulled the valve and there's oil all inside the front of the manifold. Is this supposed to be like is, it says in the service manual that the valve has something to do with controlling air flow. I wouldn't think there should be oil in the connector and I'm not sure about the manifold.
