'01 Intrepdid No Speedometer/Fuel gauge/Transmission not Shifting

'01 Intrepdid No Speedometer/Fuel gauge/Transmission not Shifting
I have a 2001 Dodge Intrepid that I am trying to fix and I'm not sure where to go
Problems:
Instrument Cluster - Speedometer not working, Fuel gauge incorrect, Can't see which gear I am in, and Mileage tracker not changing. Every once in a while I will get a No BUS message and all of the warning lights will light up
Transmission Won't shift past 2nd gear
Flashers and Hazards won't Turn On. I don't here the flick that is usually created when you try to turn them on.
Sometimes the car will shut off as I'm braking.
I have Checked the fuses (None of them are blown). I have changed the flasher switch (flashers still don't work) I have put in a new PCM, and I have changed the Spark Plugs. I have checked all of the bulbs (just in case there was a short), they are all fine.
Each of these issues have developed progressively. And I'm not sure where to look next
Any help or suggestions would be greatly appreciated!
