Ok, I used some touch up paint and now I need to get it smooth like nothing ever happened, will a claybar help? or what can I use?

We use a wet sanding block- http://www.sjdiscounttools.com/megk1000.htmlthis is what it looks like.

We bought ours at NAPA.
