well have fun with the cams and header. Unfortunatly the only way to take the speed limiter out is go to a stand-alone ECU. As far as what your brother-in-law is talking about. I guess he has never tryed to modify a chrysler car... What he is talking about does not exist for chrysler vehicles

Although a full stand alone like FAST, AEM, or Megasquirt would allow you change settings.

and how does it work
If you have to ask that question, then you shouldn't even attempt. You have no need for a stand alone with just a cam and a header. For what reason do you need to go faster than 118mph? Even at a 1/4mile track... a 118mph trap speed will net you around a low 11second run. With a cam and a header i doubt you'll even trap 90mph or even get out of the 16 second range.

sorry if you don't like my answers... I'm the tough love guy around here. I would hope you would want me to be honest with you, then try to blow smoke up your ***.

Google: "FAST ENGINE MANAGEMENT" "AEM STAND ALONE" (both well over $1000)

I'd leave the computer as it is... by your 17 second time i assume you have an automatic. I'd first look into swapping that out for a manual transmission. That will shave almost a full second off your 17.9 run. 3 days after i drove my 2003 off the dealerships lot i brought it to the track and ran mid 16's bone stock on the manual tranny.

As far as the computer thing... The 2003-2005 computers are way more advanced then the previous computers. This is a good thing and makes the cars realiability far more than the previous models. Also, these care are tuned very good from the factory as is any new car. This isn't the 70's and 80's any more. you will not see huge gains from exhaust and intake as you would then.

Do the basics.... Intake, Exhaust/Header, Cam

Concentrate on weight reduction. Power to weight is a great thing. But remember, its not one place to take 100lbs, its 100 places to take 1lb. Rotating mass is better than dead weight. no big rims! stick with 14's or 15's and light weight wheels like gramlight or rota.

If you want big power than you need to go boost. there are no superchargers for this car. Turbo only. Or save your pennies and swap a SRT motor in it. 2003 - 2005 neons are the easiest for this swap.
