You would have to keep all the emmissions control stuff in place, not sure how they would like the fuel setup that would be required for the turbo though. I guess it would depend on how strict your area was on vehicle emmissions as well. Graphite had his Neon turbocharged in Massachusetts and i think they have pretty strict laws so I'm sure he could answer your question a little better.
For an 03-04 R/T the best cam is the Comp 400 because you can keep the Magnum valvetrain components and use the stock PCM. For a 01-02 R/T I would go with an AF/xR PCM, Crane 14 cam, and titanium valve springs. Ohio doesnt have emmissions testing mandated by the state, but certain counties do have testing...

Thats why you find a shop that does the inspections and you pay him about 100$ and get him to just pass you. Aslong as your car stops and most major things work then you should be fine, Ive done it. This is in NJ tho.
cuyahoga isnt too badon e-checks, you can do what my bro does and just shoot them a 50 and they'll let it ride lol. but i think its mando there. dont know for sure, my car is registered in SC so i dont have to go through that hassle.
