I dont know all this for sure, But I think your going to need to take the front bumper off, and unbolt the old ones an bolt the new ones up. Someone else though come back me up if Im right or wrong.

splice into your parking lights. wire the black wire from the halos to the black wire coming from your parking light, and the white one to one of the other wires. there is one thats the turn signal and one thats the parking lights. i would suggest the parking light. just use a test light to figure out which is which

you have a 2nd gen neon like myself. I also have the halos. It took me 30 minutes if that to put in the halos. I wired them up with a sodering iron so i had a better connection. My halos came with LED lights in it as well. I hooked my LEDs to my turn signal wire, so that when i throw on the turn signal not only do I have a Hyper White Turn Signal (Factory Amber Color) but i also havehyper whiteLEDs that blink with it. For the halos I hooked that up to the headlight wire, so when I turn my headlights on the Halos come on with it. Its very simple. Its two bolts for each headlight & the only problem i really had was the left headlight. There isnt much room to get a arm and hand into. Just be patient and you'll get it done..
