problem one: check the belt/get a new one
problem two: A tapping noise is perfectly normal, as long as it's not too loud. it's just that the piston isn't fully warm and cold metal contracts, so it 'wobbles' slightly in there, nothing to worry about. it's a normal noise

SWEET, THE TAPPING NOISE ADVICE PUTS ME AT EASE........WITH THE BELT, I GOT A NEW ONE PUT IN (serpitine belt), IT COST ABOUT $100.......AND STILL SQUEAKS......WITH THE TYPE OF OIL???.....I TAKE THE NEON TO PRECISION AUTO AND THEY DO THE OIL CHANGE, SO I NEED TO FIND OUT WHAT OIL THEY USE..........WHICH ONE IS THE BEST?????

Which belt did you have replaced, the AC/PS belt or the Alternator belt? If the squeaking is coming from the alternator belt and its properly tightened with a new belt, then the problem is the bearings for the alternators pulley. Like Kalevra said, the "tapping" you heard is just normal valvetrain noise for a Neon, so you dont need to wory about it.
As for the engine "working too hard at idle", did this woman give any justifications for her statement? In Any case though, its good to change the spark plugs every 30k miles and the wires if they seem worn in any way.
