Let's see here......
1.) The fastest car in the world title is held by the Ultimate Aero SSC TT - to meet that requirement you have to be completely stock and meet all the emissions & safety standards that an average production car has to meet. SSC stands for Shelby Super Cars, and it wasnt built by Carol Shelby.

Not to mention, this car set the world record on a NORMAL highway....not on a track. 256.19 mph (beat the previous record by3 mph) He actually ran a 257 mph pass, but they average out two runs for the Guiness World record. This car also set the record on regular pump gas, no racing fuel.
2.) Companies like Hennessey, Saleen, Roush, Calloway, Lingenfelter, etc etc are modified cars. These are vehicles that have been modified after factory production. Some exceptions to this rule would be a company like Maybach or McLaren which are both part of Mercedes.

4.) To qualify as a production car, you must produce 50 cars...

I hand you 85k. You buy a Viper. I spend 40k on a base Corvette and spend 40k in upgrades. I now have a 750hp Corvette and you have a 600hp Viper.

Idk, I have heard it being called a production car before on the show i saw it on. And a few other places. So in my books I would say that its a production car that came off the production line(factory) the way it is. But it is kind of an iffy situation i guess.
