Default 4000 rpm stutter idle on startup

Hi Everyone,

When I start the 02 Neon (automatic), it goes directly to a 4000 rpm idle. It sounds like the gas is on 1/2 the time and very quick, like brap, brap, brap, brap...... The car will run and the idle will settle down to 1500 rpm or so sometimes but it is still doing the stutter idle. I pulled the 1299 code. When driving the car, the idle will get so high that I have to go into nuetral to brake for safety sake. Any ideas?

P1299 is Cylinder Head Overtemperature Protection Active.

do a search on google for it. but the first think I would suggest is a vacuum leak. check your bellows tube for any cracks

Yup, the bellows tube has a huge rip on the air cleaner side. I was trying to help out my son that owns the car. I read a ton of threads but they didn't seem to have the same problem. I guess the only reason the car wasn't revving to redline was the failsafe shown by the CEL. Thanks for the heads-up. Sorry I didn't believe all the posts on this that I did search up. Now to get a bellows tube on Monday.
