Where?
How pray tell would I run the wire to the fuse panel on the inside? Where would I connect the wires?
And How would I run the wires through the grommet to under the hood, plus in that same subject which end do I run from ( outside going in or vice-versa)

there is agromet is on the driver's side up under the dash a little. its easily accessible from under the hood, but a littl eof a reach up under the dash. i ran 4ga power wire through it on my se and 8ga wire through it on the SRT, so whatever you need to jam through it will fit.
^ I agree - that's the best place for reasonable cable runs.
My ride was a little more unreasonable, two runs of 0ga...
Here's a firewall shot after the cable run but before it was loomed:

It was easier to drill it from the inside:

And a battery shot, for the curious (pre CAI install). Yeah it was dirty under there (how embarassing)

where did you drill from the inside? For my purposes it would be better to drill a hole being that there are a "mess of wires" that need to go through... a 12-pin wire harness for aPA system(pictured belowplus 4 more (+) wires. (2 from the P.D.C. and 2 going to the alternating headlight flasher and the grille strobes)... and I do not think I'm going to be able to squeeze more than a dozen 10ga wires throught the grommet.
Here's a low quality video of my Neon (aka: "Flycar 7354" ) with her emergency response lights on.

alot of crap can fit through the gromet. but drill away if that seems the better option. up to you
