i think its more along the lines of if its distracting a cop will pull you over--i do believe putting a HID kit into stock light setup is illegal. the stock headlight assembly is made for HALOGEN bulbs--not HID kits.

so i would assume putting a HID kit into a projector set up would be much better for the other drivers as well as for you driving the vehicle then putting them into a halogen setup... just my opinion. i'm doing a HID kit in projector setup.
