The R/T Intake Manifold has dual runners and a set of butterflies that close off, or open up, the second set of runners at specified RPM's under wide open throttle. On the R/T, the butteflies are controlled by the PCM, but if you installed the manifold on a non-R/T Neon, then you would ahve to wire up the buttterflies with a RPM window switch and a few other things. Then you would set the butterflies to open (under WOT) from 0-3200 RPM and then from 4900-6750 RPM...

The actual manifold is only like $250 if I remember right....the real money is spent on the butterflies, actuators, and motor (plus the other $100 for the RPM switch and what not). Thats why COMPLETE used R/T manifolds can still be sold for a nice chunk of change on forums. I'm not even sure you can still buy the above mentioned parts, but I remember seeing the actual R/T manifold on DodgeParts.com in the OEM section.
