ok...ok...I get your points! What or where should I begin with first? Ofcourse money is tight. keep in mind my neon is at 119,203 miles and plane stock.
first things first. you need to change the timing belt, tensioner and water pump. those items are supposed to be changed at 105,000.

then if you have any money left, i would put in a K+N filter in the stock box at the least, or even betteryou should get acold air intake and a better flowing muffler. for better mileage you need to make it breath better and a cold air intake and a high flow muffler is the first route. a cheap muffler would be a glasspack.

That stuff is all OEM, just goto autozone and tell them that you need that stuff. Its just maintance stuff not performance.

dont forget the water pump. its right in there with the timingbelt and it would be silly not to change it when you have all that other stuff apart.
