Default surging idle and bucking while driving

does anyone have any idea what this could be on a 2001 dodge neon .. 2.0
i did the following read the computer and got engine catalatic system lean bank 1..
so i changed the plugs ran fine for like 3 days then it came back, so i change the catalatic converter with the o2 sensor, new air filter, fuel filter. and i changed the oil today and she runs really choppy at idle now. also the plugs look almost white like lean condition... but also while you are driving the car and you give it some gas slowly it bucks but if you floor it runs good .. any ideas from anyone...

kinda like little hickups when you are barely moving? Kinda feels like the driver is slamming on the brakes? I have that problem. I asked about it before but no one said anything. It only happens in first and second gear when i don't shift and im just cruising in a parking lot at 3rpm or something. I put Seafoam in and the problem was completely gone...for like 3 or 4 days then it came right back.
