17's would be great for looks (which maybe a daughter would like better anyway)...but they would lower performance on a basically stock Neon engine. (turning those bigger wheels)

Ok now Im a bit confused so I guess Ill highlight a few things.
1. Why should you stay away from black R/T's?
2. Wider tires do not effect the speedo... taller tires would though.
3. Yes, an under-drive pulley will turn your alternator and every other accessory pulley slower. An aftermarket sound system would tax the electrical system even more with a UDP.
4. Flower air freshioners smell pretty lol.
5. Whats up with black R/T's that I dont know about!?
6. Generally, 17-inch rims and tires will usually tax the suspension a bit harder, and everything connected to it. Not a huge difference, but a difference none-the-less. However they look a lot better than stock in most cases, and the lower-profile of a 17-inch tire should automatically improve handling because there's better even-tread adhesion to the road and less "tire-bow" when cornering.
7. The CAI is a great start, and if you wanted to, a larger TB would be a great addition to the CAI on our cars... the CAI and TB are mods that really feed off of each other if you do both of them at the same time. Performance will probably be a bit more noticeable than mileage increases, but an improvement anyhow.
