I'd try the torch thing, but mine came off no problem at all

 

Not having done Neon brakes, usually is what happens is there is a ridge on the drum and the brake pads go into the ridge thus your brake drum not coming off. If you can (and if possible) adjust star wheel and pull those pads in and then wack with a hammer.

Also, make sure the emergency brake is off been there, done that. LOL
