P1684 simply means the battery was disconnected within the last 50 key starts.You dont need to worry about the P1684 code.P0138 is O2 Sensor Circuit High Voltage (oxygen sensor 2 in bank1 ) which means you should try replacing the 02 sensor behind the cat but first check the connection and wiring for chaffing.Hope this helps if any has other ideas please chime in.

Also I forget where but someone maybe a month back posted the repair manuals and wiring schematics link to download on the 2nd Gen Neon thread that would really help you to repair your car.

+1 on what fastxb1r said.

In case you aren't aware, the O2 sensor looks like a spark plug with a wire coming off of it. It is screwed in behind the catalytic converter. For sure check the wire first. Make sure it didn't get knocked off by the snow and that it isn't worn thru or broken.

Also take comfort that this is not a critical item. The car will continue to run and will not strand you over this issue.

The OBD light is a wonderful thing. But you have to remember that it can be telling you anything from You have a major problem to your gas caps not on tight.

Smile OBD Light

Gentlemen and anyone I've not acknowledged:

Thank you so much for your recommendations. I will try everything you've suggested and let you know the results. My wife will be very happy knowing she will not get stranded in minus 40 degree weather.

Just so that I understand correctly, are these the same codes that are the 2 digit ones on the list? Will I get a numerical readout all the time or should I still look for the OBD flashing light procedure? Thanks so much again. Thomas

Not sure what list...but however you got those codes, that's how I would do it. Those are the needed ones.
