Transmission squel

Some friends and I just did a transmission swap on my 2002 neon se. After the swap, the new transmission started to make a squeling sound, and barely if at all grabs and actually moves. The Haines repair manual said to put 3 quarts of trans fluid and it should be right at the add mark, then run it and it should be in the hot area. But, we added up until about midway through cold when the engine isn't running. After it is running for a while the dipper barely reads any fluid at all? We already have 4 quarts in the trans, and the Haines manual only said 3. Should I add more fluid, or is the new transmission just bad?
