Horn is dead, got a new one, but even the dealer can't tell me where it is or how to access it. I can't find it.

Yes it is. Right in front of the washer bottle and below the headlight. Best way to access it from underneath. Jack up the car and put a jack stand for safety.

are u sure the horn is dead. it could be the button behind the air bag(i had that problem before), and i think there is a fuse im not sure i would have to look. also make sure u test the horn when u take it out to be sure its dead.

Well, we tested the relay and checked the fuse, both work (even used a different relay) so it's either the button or the horn. Replacement horn was only $17, gonna try that first. If it's not, how do I get the airbag off?

First you want to unplug the battery and then wait 10-15 mins for the air bags internal battery to run out. then there are 4 screws on the back on the steering wheel that are for the air bag. once u lift that out there is a wire to unplug the air bag and there should be another one that runs inside the airbag that is the horn wire. on the one i did it was a cable and like a spring. im not sure how it is on the neon but it should be the same way.
