There are transponder bypasses that do not require a key to be left in the car. However, needing two keys to program them may be a necessity. That I am unsure of.

how hard or is it possible to make it so i have power locks?
I’m assuming you want to add power locks to a non-factory equipped Neon. The lock actuators are built into the door latches on Neon’s. So you could change the latches out to power ones but, I believe you would have to run all new wiring. You can also buy after market actuator kits but once again you have to run all the wiring. This is another changeover that would probably work best if you had a donor car for all the parts.
