Any 2nd gen cluster for the years 2000-2002 will work for sure, 100%.

I have experienced a problem in which my car will only work with the 00-02's. I have not yet seen this problem with any one elses neon so it might be limited to mine but I'm not sure.

Most people don't have problems swapping the cluster from 00-02 and 03-05. The internal cluster board made a change from 02-03 which changed some aspects of the cluster, But unless your going with switchbacks you won't notice.
