Splash shields are very functional and necessary. In all type of weather (rain, dusty roads, snow) they shield engine components from the elements. You will not likely see any immediate issues, but engine bolts repeatedly exposed to water with rust. This could lead to stripping of bolt heads and unnecessary headaches. No one is going under the car that often to not need them there. Go to the yard and get a replacement.
