Default Engine Load

I hooked up the stock 05 sxt neon 5spd to an obd II gauge mostly for kicks. One thing popped out, about a 25% load at idle clutch in, no accessories on. I turned on the a/c and it went to 27%. Anything electrical I turned on barely registered. 25% load seems kinda high, so I wondered if I had a bad ring. I did a compression test, with pressures being: 115, 130, 115, 120. So no one cylinder seems to be much different. Any ideas?

On a side note I noticed there was a little oil on the spark plugs, (top half) from the seals in the valve cover. Is a little oil normal? (I have 30k miles)

If you are still worried about the load percentage (I have no idea what "normal" is), do a leakdown test to be absolutely sure nothing is wrong.

Oil on spark plugs isn't "normal" on any car. It's not really going to hurt anything though, just make the plugs and wires messy.
