Just go with the SRT turbo. Here's a link:

I wouldn't buy an eBay kit. Most times, it wont come with all the parts you'll need or it wont fit.

Hahn turbo kit is what you want for a 2.0 comes with everything you need and you can keep your 2.0 and if your neon is an auto much better for that.

Here's a link from Modern Performance, however I'm sure you can just order it straight from Hahn:

As for the SRT turbo, it will work(as stated above in the link I gave you), you will just need the Maddog adapter for the exhaust manifold among other things. I don't think he still makes them though..

Actually, I'm not quite sure if Hahn still makes the turbo kit anymore.
I would email them before you place your order.

You said you were new to all this? I don't mean to push you away from what you want, but you should save and buy a used SRT 4 or another car. I mean, $3k is a lot to blow on a turbo kit if you have no idea how to put it together or how it will affect your engine with varying boost levels.
If you are really looking to spend money on your Neon, I would suggest a transmission swap before the turbo. My 5 speed is hella fun to drive.
