I'm at a loss here :-(
Check the wires that go to the Idle air valve. Mine had a break in one of the purple wires going to it. Had all of the same symptoms yours had, right down to the fuel smell. The problem was intermittent at first, but finally came back and would not go away. Fixing the wire fixed the problem. Runs great now with 235,000 mi on it.

What I quoted, is exactly what my neon is doing. It's not doing the other issues your neon is doing, so what is the exact fix for the above quoted issues?

change your spark plugs neons blow plugs all the time when your car was running fine did u hear a little knock from the engine its called a plug knock i had to change my plugs once a yr to keep it from stalling out
