If you bought sleeves, the "guy" saved you anyways. The sleeves suck and will not only give you probably the worst feeling car ride in your life, they will destroy your suspension. Coilover sleeves are not coilovers.

Coilovers:
BC Racing
Megan Racing
Tein
If you want to go the strut and spring route, new struts are a must.
Tokico Blue
As for springs, the choices are many - Google. Eibach I think has the lowest dropping spring set for the Neon (Sportline series). Tein S-Tech's are right behind by like 0.1".
Coilovers will give you the best handling and the most drop. They are also the most expensive. If you have the patience and know how to search the internet, you can probably find a set of coilovers for only a couple hundred dollars more than some struts and springs; especially since the Tokico struts have gone up in price by quite a bit.
You don't really want to run any aftermarket performance spring on the stock struts. You can do it, sure, but how and where you drive will determine how long they will last. I'm not sure what else you are considering part of your suspension though? The way you are wording it, it seems like you are including other things besides the strut and spring?
