I have a friend who owns machine shop and can weld me a new cat..But I dnt have the time and really dnt feel like messing with this car...this is my daily driver for me and my GF I just bought it and Need to get it inspected..
Not too sure about putting lacker thinner in my gas tank
any other options on passin inspections with this bad cat? any other way to clean it?

You can't clean a catalytic converter. If you're sure the cat is the problem, you need to replace it. If you aren't in the communist state of CA, it really shouldn't be too bad to buy a replacement and replace it.
I didn't because you can't clean a cat, but watched it because you asked. Soooo much fail in that video...run the engine at 2,500RPM for 30 minutes? Wow. I'll leave my thoughts on the video at that one point.
$400 isn't too bad as I've seen worse for a CA cat, but a simple Google search will find a 49-state cat for about 1/2 that price, give or take a bit. I'm finding CA legal cats for Neons to be cheaper than 49-state cats, amazingly. The problem is not only usually the price (not in the case of a Neon apparently), but the whole process involved in replacing a cat out here too. You only have one catalytic converter, so I'm not sure what you mean by you don't know which cat it is?

It'll be less hassle and save you money later to just do the proper repair and replace it. Just to make sure, double check with a smog shop or your DMV to make sure they will accept that cat as a factory replacement. They should, but just to be positive...
Dmv aint never gonna kno anything...as long as it passes inspection thats all that matters...just didnt feel like pulling this downpipe off...oh well thanx tho man..this neon is my daily...dnt kno too much about them...Im a DSM guy...have a 500hp 2g weekend warrior...thanx for the help tho
