When the pads/shoes are worn out, they need to be changed. There is no set mileage. The rotors/drums need to be turned each time the pads/shoes are changed. Rotors warp when they become very hot, and they cannot cool evenly; usually something like when braking very hard and then being stopped with your foot on the brake.

You'll need a puller for the large accessory belt pulley (I want to say it's the P/S) and an impact wrench. Other than that, none that I'm aware of.

An air compressor? You don't even need one of those. They just make things go quicker.
You need a T-55 torx bit and you need to be absolutely sure the engine mount is outlined with a sharpie because it, or hopefully a new one, has to go back to that exact spot/alignment.

I have no clue what the mystery $400 tool is.

The 3 jaw puller I mentioned earlier? Parts stores rent them. You leave a deposit and get it back when you return the tool.
