Negative on that. The DRBIII isn't needed. I have an idea of why he might feel he needs it, but he doesn't.

could you explain that to me please so i can explain it to him, cause this car is my DD and sometimes during the year i travel a bit when i get contract work so i need to get the belt done asap

Dodge says that a PCM relearn is needed after any "major" repair. Timing belt, solenoid pack, cam/crank sensor replacement, and so on. It really isn't necessary. Dodge says it is for the "best performance," which quite frankly, is a "you need to do this or your car won't work" thing that they charge you ~$150 for in addition to the massively expensive timing belt job they just did. I didn't do any relearn after my timing belt replacement, and I'd guarantee that 99% of people don't.
