o132 code '03 neon sxt
does this just mean I need a new o2 sensor, because the manual says input voltage is higher than normal operating range. Or is there an electrical problem. Thanks for your wisdom.

It could be either. You need to check the wiring to make sure it is good, and if so, the most likely fix will be a new O2 sensor. If you replace the sensor and the wiring is bad, you'll still have the same problem.
