Default SOHC vs. DOHC turbo

Newbie to neons and been eyeing then down to get one of my own. I have about 4grand. Now i notice that bhp for the SOHC is 132hp and DOHC is 150hp and realize that power to weight ratio is better than most stock N/A imports. I have spent plenty of hours under my hood granted i have a two car garage wit a pit and am lookin for something to play wit.

What would be the main difference in power and cost between a SOHC vs. DOHC turbo setups. Or if you could point me toward a link. I'm lookin to have a neon run atleast mid 13's which granted would be doable with about 220hp traction and weight reduction.
also what am i missing out of my turbo expenses

Header and downpipe
Intercooler and piping
Turbo and BOV

things that should be bought but not a must

Camshafts
Bored Throttle
Exhaust

Questions:

Will i need to upgrade the fuel system, and if yes how far FMU, fuel pump, injectors etc?

What is the stock compression ratio on a SOHC, DOHC?

From what i've read 8-10psi is on stock internals?

If you had your choice would you start with the SOHC or DOHC motor? Power for simplicity?

How expensive are the cams and what would be the gains? 20hp expected


please don't flame this post i've been researchin for 2 days and jus lookin for answers or some links
