Default timing belt/ idle

hello, i was wanting to know if the timing was a little off would the check engine light come on? i own a 2004 dodge neon se with 107,000 miles. so far i have keep the maintaince up to date. oil changes, spark plugs, plug wires and so on. with the mileage getting up to 107,000 miles i started researching the timing belt replace and what i have found is that i would have to have a obd3 to relearn the timing. so i called the dodge dealer and made a appointment with them to get the timing belt changed along with water pump, belt tensior, new motor mounts and transmission fluild and filter replace. the car has always ran great and ran good when i dropped it off at the dealer. when i picked the car up it vibrated really bad at idle so i took it back. they keeped it for another week and all they could come up with was the motor mounts needed to be reajusted and they remaped the computor. they told me the car ran fine and was ready for me to pick it up. when i picked the car up it still vibrate at idle but was better. if i turn the air condition or heater on the car idles up,(im assuming because my car doesnt have a rpm gauge) and doesnt vibrate or very little. but with the air condition off the engine vibrates bad or more than i think it should. they did try another iac and that didnt help any. seems like if it ran fine when i dropped it off it would run fine after. but i guess there is that chance that a part went bad while it was there. there is no engine codes showing at this time. im looking for a starting point of weather to start cleaning parts, replacing parts or just checking to see if the timing is correct. thanks, and any help would be appreciated.

There was a technical service bulletin about vibrations at idle. My Neon did it really badly, but only if it was in drive. This was fixed by updating the software on the TCM at the dealer.

The measurement? The measurement is supposed to be what's specified; not off at all.

i was just going to adjust the torque arms and the pencil strut is missing. would this being causeing the vibration? i really dont know if it was missing before the car was worked on or not.
