Default A/C problem, very strange

Here's the kicker; everything is new. Evaporator core, expansion valve, drier, condensor, compressor, low and high pressure cut out switches. did the FSM specified test on the expansion valve, and it checked out. before starting, i added as close to what i could get to the 6.1 oz of pag 46 (certainly did not overfill, if it's over, it's by the slightest amount, and my problem should not be attributed to such a slight overfill; even still some oil was taken out, and it still isn't working right...unless these systems are CRAZY sensitive to oil increments?) and the 1/4 oz of UV dye. put the vacuum on, and it got down to the -28 in hg and held for about 10 mins, so we added freon. here's where it gets wonky.

getting to the specified pressure, per the FSM, is achieved before the full 27 oz of freon are put in. i believe we got in not even half of that before the blow off valve on the compressor let out. after that, though pressures are right on the gauge (manifold gauge set, not the single plastic one on cheapy cans), there is not the specified amount of freon in the system, and of course, not cooling. ruled out blend door problem, as low side line is ambient temp to the touch, not cold or sweating. also, what happens is if the pressures are achieved, gauges show the pressures will build gradually, just from the car idling; decent fan in front of the car, and on board fans working properly.

what the hell is going on here?!?

ok, first things first.
you keep saying Freon. are you actually using Freon(r-12), or what you should be using (r-134a). I believe i read that r-12 will damage seals and what not in systems designed for r-134a.

i say freon as a generic term; i am using r-134a, straight; none of that stuff that has the stop leak, or 'super cold' additives.
