Default Headlamps/Highbeams not working! Im going crazy

Hi all, new to the forum and could use some serious help, its driving me insane.

ill explain my problem:
My headlamps and highbeams wont turn on on my 2001 Neon (2.0L).

it gets a bit more involved. Its definitely not the fuses, and the lamps are fine (not burnt out). It's been doing this periodically for about... 8 months now?

for the better part of a good 4 months now, only the highbeams would work, and when I switched to regular headlights only 1 would work (where both highbeams still did). From time to time I would flick the switch and both headlamps would be working, and sometimes (like now) nothing works.

This has left me stranded a few times, with no headlights.
The odd thing is, the running lights both work, as well as turn signals... just not the lights.

When the lights would go out and not work, sometimes driving around a parking lot, or flicking the switch a lot of times would cause them to come back on... and sometimes it wouldnt.

I can say as well for more past info, that for a while, my regular headlamps would work, but if i flicked the highbeams it would blow the fuse, without a fail every time. Now this was quite a while ago (year, year and a half?), as since after that I was driving with only highbeams as either my regular headlamps either (for the most time) didnt work or only 1 of them was working...

In short, do you have any idea what may be causing this? It's beyond frustrating! Any help, advice, etc would be GREATLY appreciated.

Usually if you're having that many problems the multifunction switch would be the first thing I looked at.
