Default 2000 neon bogging down / power loss

My 2000 neon has started bogging down again. it was doing it a month or so ago so i changed the spark plugs and it fixed the problem. but it came back a week ago worse than ever it was only doing it under 2k rpm now it will do it under 4k. is it possible that it is just the fuel filter?

Did you change the spark plug wires too?

it does just fine when its sitting in idle or in neutral when i rev it it is like there is nothing wrong with it

If you torque brake the crap out of it will it act up?
