rear brakes in my 2004 dodge neon locked up again!!!! i recently replaced rear brakes and hardware a few months ago and they locked up again!!!! any ideas on how to fix this and any ideas on what caused it to happen?

 

What makes you think the brakes locked up?

 

its the parking brake cable or the wheel cylinders. or the clips that hold the shoes on the backing plate.

 

Inside the brake drums there is a lever that is actuated by the parking brake cable. if you take that lever out and wire brush the rust off and paint it (with High temperature Caliper Paint) it should stop seizing up. if all else fails, lube the inner workings of the drums with some anti-seize grease.
