If you are not getting voltage at the horn and your fuze is good I would check the clockspring located in the steering column. The round piece of plastic controls the airbag and horn. The contacts on it can wear out. you will have to pull the wheel and remove the airbag. disconnect battery and let sit for a while (Be careful).
I finally got around to troubleshooting the horn stuck on problem.
I removed the airbag, removed the horn switch and installed the horn fuse.
Horn does not blow!
Checked by grounding wire to steering wheel and it blew.
Does anyone have an old airbag that they can take the switch out of and sell it to me.
I can’t find a new one anywhere without purchasing a complete airbag.
