2005 Neon stalling

Have not been on these since I had to bury my 1996 Dakota...Nice to be back-
We have a 2005 Neon. Whether driving on the highway or around the neighborhood, stopped at a light or in park it will sporadically stall. If at low power the engine will generally fully quit, but it seems to recover on it's own most of the time when at higher speeds..
No check engine light, not even a flicker.
Radio powers off, then comes back up on it's own at the same time of the stall.
Seat belt light in the instrument cluster lights up while it is stalled.
Usually just recovers running/responding on it's own, but sometimes have to pull over. Then while stopped it will either still be running but accelerator will be unresponsive, then mysteriously recover, or I will have to shift it into Park and restart. In my limited experience (my wife normally drives this car) it will not restart by shifting it into Neutral and attempting restart.
I doubt it is related, but right rear turn signal went bad a little before we noticed these symptoms, have yet to replace it.
It is possible that this isn't always a true stall, in that it seems sometimes (as mentioned above) that though there is a near complete loss of power, the engine still is running; the accelerator is simply non-responsive and it drops to minimum power immediately. It seems that I do not notice any harder steering, which I would expect when loosing power, but it might be that as I am not used to this car and I generally drive larger vehicles I am thinking the difference in feel should be greater.
The problem seems to becoming more frequent.
We had it in a local repair shop for most of a day and so far they can't find the problem. I simply have it out as I need to use something to get to and from work and intend to take it back in.
Any thoughts?

To add to the above, yesterday I first took the car out on an errand that ran about 20 minutes. The problem occurred about 7 times. Then after a couple hours I took it to work, about a 20 minute drive. It didn't happen once. Same for running home for lunch. Same going back to work and back to home.
I thought about it might have something to do with the position of the ignition key, but most of the time when it does happen I have to re-start the car (I not at a speed that seems to restart it itself, and this IS an automatic trans.). If I restart the car, it should cause a change of any variable with the ignition switch. Also, when it did happen yesterday when I was at about 20mph, the engine died and I verified that the power steering also died, it was much harder to steer over into a side street, and eventually all lights came on as I was running "dead stick" (no power). I guess usually when going fast enough the engine must be restarting like pushing a manual trans car to get it going. Still, the "seatbelt light" always comes on when the problem occurs, even when the engine restarts itself or if I am stopped/near stopped and I shift and restart the engine myself.
Going to gamble $110 I don't have to gamble and let another shop run a diagnostic test on it, but if anyone has heard of such a behavior I would appreciate knowing as I do not trust the other shop I am taking it to!
