Help!!!!!!!!!!!!!!

Hi, I have a 2000 Dodge Neon ES and it is driving me BONKERS. I keep getting an error code of 1684. my check engine light isn't on any more but my car will start and when I shut it off it wont start again. what is going on?...Thanks for ANY help!!
