Default Clicking from power steering pump.

Just this past weekend my power steering pump started making a clicking noise. It is a new pump that was put on about 15,000 miles ago. When you first start the car, the clicking is immediate, when you turn the steering wheel, there are random spots of resistance, during which you can hear the pump having to work. there are probably about a dozen or so of these spots within a full rotation from center to full turn in one direction. During turning between spots of resistance, the clicking goes away. In the spots of resistance the clicking comes back. After moving the steering wheel through a full rotation, the clicking and the resistance goes away, until the engine is restarted.

2003 Neon SE

Any ideas?

How is the P/S pump fluid level?
