Default Dead cylinder

Hey guys I have basic knowledge of mechanics (I'm comfortable with changing spark plugs, radiator hoses, wires, and stuff) and have done some work on a 2000 neon I bought for $300usd. I've installed new spark plugs and cleaned the injectors like new, tested all my wires and even swapped parts and cables from one cylinder to another and cylinder 3 still has no combustion (ABSOLUTELY NO CHANGE IN RPM WHEN THE ENGINE IS RUNNING AND PLUG #3 is removed). What am I missing? What could be the culprit?

If you mean dead cylinder because there is no spark, it could be bad ignition coil wiring, or the coil itself is bad. Here's how to test: http://easyautodiagnostics.com/chrys...l-pack-tests-1

If you mean dead cylinder because there is no compression, you're most likely looking at some extensive work.
