Spark plug Boot will not snap in all the way!

As part of troubleshooting our Dodge Neon 2000 which stopped running, I checked the spark plugs. When I tried to snap the cylinder #3 boot back on it didn't snap all the way flush like the other boots. There's a good 1/4" to 5/16" left under the top of the boot. I tried turning it a bit, then putting my entire weight on it and nothing. Tried some dielectric grease, nothing. I remember It was a bit difficult to snap it out, but it wasn't stuck.
I was thinking of replacing the spark plugs tomorrow, but would like some input before I start buying stuff.

You could check and make sure the plug terminal is on all the way and check inside the plug wire to make sure the terminal isn't opened or closed too much. If that's all good, it's likely a QC issue.
