You will have a whole lot more power, if you don't need the power shifting lower is fine. I would say 2,000 to 2,500 is the minimum though.

Its your shifting causing your trouble. Here is how i shift on my 05 sxt and get 40+.:
1st-2nd : 2250rpm
2nd-3rd : 2250rpm
3rd-4th : 3000rpm-3250rpm ( depending on speed limits )
4th-5th : 2500rpm
*notice rpms are rough
