does anyone know if it requires a special kit for a neon or if HID installation is just like on every other car. a buddy of mine at school drives the same neon as me except his is a 2000 and he said he had to order a special kit online that was hard to find or else they wouldnt work right, will someone let me know. thanks

HID's require 2 things that you won't find on a conventional headlight setup: A ballast and a starter. I'm not too sure on how an HID setup would be different on a Neon specifically, but hopefully this info gets you closer to where you need to be. I think we've got a Neon or two that has HID's

I have seen kits around, they do make them. Check ebay, I have seen them on there from time to time.

I could be wrong, but running HID's in headlights not designed for them will make them scatter light all over the place. The reflectors in the Neon head light is made for a halogen blub, and the HID blubs are significantly brighter. I am almost positive that you will not gain any extra forward light and will blind other drivers unless you use a projector setup, or find a neon reflector headlight designed for HID use.
