1. Is this car good for a first car?
2. What are the safty ratings on this car or any other ratings?
3. Where can I get those High Beam BLUE lights that are on the Lexus's?

It's a great first car. Do you have a manual or an auto transmission?
As far as the crash test goes, just don't get hit from the side. The Neon has a poor side impact rating. Every other spot on the car is good.
