I would simply walk into the dealership, tell them that you've got a 2002 Dodge Neon, Single Overhead Cam, 2 Litre engine, and you're looking for the corrugated breathing tube that comes after the throttle body, after the stock airbox.
This is a bit of a restriction for airflow. This can be fixed with an aftermarket Cold Air Intake, or even a small length of straight tubing.
What's wrong with the current one, that required you to replace it?

some do, some don't. Check a few of the Neon galleries out and you'll see what I mean. I'm sure it wouldn't be hard to fabricate one out of some stainless steel tubing. Go to to a car parts place and some of them will have tubing that is designed for custom exhausts. Get a short length of straight tubing and pop it on there.
its caled something like a bellows tube it expands and contracts when there is load on the engine. i heard that because of the ridges air goes into the ridges and robs the air from going directly into the intake manifold. the intaks that replace this tube typically claim more hp increase than and intake which keep this tube.
