I know DC makes an exhaust system for the Neon, and besides the strut bars i think thats all they make for us...

 

I should be getting my Pacesetter header delivered to me today or tomorrow and opefully have them installed very soon. I like you am on a budget and fell Pacesetter is a good brand for the price. There are better (Borla), but Pacesetter is a good start. As far as where to buy, modernperforamnce.com is where I always buy from. They are helpful and have the best prices. I will get back to you when I have all my parts installed and tell you how everything worked out for me.
