with the current electronic governer... no. if you havent been that fast, itl just cut your power off when you hit the limit. by 'disabling' that, youll be able to go faster than 118 but you wont gain any acceleration otherwise. sure, you could mod it up but youll be shut down at 118 regardless. if you get a performance chip that allows you past 118, aerodynamics of the car, gearing and power are the determining factor of your top speed.
edit: BTW, I highly discourage you from taking your car into the triple figures, given your in 9th grade and most likely just started driving. please get some experience under your belt before going at speeds where the results of a mistake are devistating.

prob. won't be anywhere close to there on my permit, even if i had my licence not for a little while, but , though only on my permit, i've been driving cars since 7, and i've driven at least 1800 miles or more, so i've got some experience, mostly on the interstate, cus its safer, in that traffic isn't coming at u head on, so that eliminates a lot of the danger. but no tripples for me, not till i have my full licence. and probably mostly at the track anyways.
