Default Bad Wiring

Ok, I just went to replace the side marker lamp bulbs and noticed that they did not work. "WTF???" I said to myself....so then I went through the wiring diagram at a local AutoZone and found it out to be Fuse Relay # 15....I checked #15 both in the fuse box in the engine bay and the one by the steering wheel and the fuses were fine....I stuck an electric tester in the end of the bulb receptacle and did not get one spike of energy what-so-ever.....Do I need to re-wire, cuz I know that will really be a pain.....I just dont know what else I can check besides the wireing itself.....I mean both sides are out and it is only an '03, I would think that they would both be good still.........Please Help.....

Need to find the source of your problems and fix that part anyway.
